New Vehicle Registration
To apply for a NEW VEHICLE REGISTRATION (vehicle that has never been registered or vehicle that was purchased out of state and not registered) you must provide the following:
- Manufacturer Certificate of Origin (MCO) or Manufacturer Statement of Origin (MSO) that is signed and notarized by the dealer. If the document is not notarized, you must provide a notarized bill of sale executed by the dealer. Each re-assignment must be notarized or have a notarized bill of sale.
- Safety Check Inspection failed for registration only;
- Certified Hawaiʻi Scaled Weight (if no weight on the MCO or MSO)
- If vehicle's year model is previous, current or subsequent year (example 2023, 2024 or 2025), submit a State of Hawaiʻi Form G-27 with any required attachments. This form may be obtained from the State of Hawaiʻi Department of Taxation. Questions regarding the G-27 form should be directed to the Hawaiʻi District Tax Office at 808-974-6321.
Registration personnel will determine the required fees.
All vehicles applying for registration in the County of Hawaii must be in compliance with all applicable Federal Motor Vehicle Safety Standards (FMVSS) as of the date of manufacture as required by Hawaiʻi Revised Statutes 286-42. Non-compliant vehicles such as off road motorcycles, off road motor vehicles (including ATV's), military vehicles, and modified vehicles may not be registered in the County of Hawaiʻi. Note: A failed safety check inspection certificate is valid for only 30 days. We recommend that you make your appointment first, then prior to your appointment obtain a failed safety check inspection certificate.
